WhatsApp Business Message Fees Change on October 1, 2026: What It Means for Your Store

Since late 2024, replying to customers on WhatsApp Business has cost nothing in Meta fees. From October 1, 2026, replies are charged after 1,000 free messages per number per month. Here are the official numbers and the one thing to do before September 30.


Every figure in this article comes from Meta's official WhatsApp Business Platform pricing page and the rate card attached to it, read on September 17, 2026. Meta revises rates quarterly, so its page is the final reference, not this article.

The Question Every Merchant Asks

"Is replying to customers on WhatsApp Business free?" Since November 2024 the answer has been a simple yes. When a customer messages you, a 24-hour customer service window opens, and every text, image or voice reply you send inside it carries no Meta fee.

That answer changes on October 1, 2026. Meta has announced the change on its official page, so let's read it as written.

What Exactly Changes

Meta's own wording, condensed:

  • "Service messages" are charged per message. A service message is any non-template message sent inside the 24-hour window, whether typed by a person on your team or sent by a third-party auto-reply solution. AI replies are included.
  • A service message costs the same as a utility message in the customer's market. It has no rate of its own.
  • Utility templates inside the window become paid too. They had been free since July 2025.
  • Nothing changes about when you can reply. The 24-hour window stays as it is, opening and resetting with every customer message.

The Good News: 1,000 Free Messages per Number per Month

In the same update Meta added a clause that softens the impact considerably for small and mid-sized stores:

Each business phone number has one shared free tier of 1,000 delivered service messages per month. Meta charges for service messages after the free tier has been used. Unused messages do not roll over.

Points worth pausing on:

  • The allowance is per number, not per account. A store with two numbers has two thousand.
  • Only delivered messages count. A message that never arrives is neither deducted nor charged.
  • The tier resets on the first of every month. 1,000 in October, a fresh 1,000 in November.
  • Conversations that start from a Click-to-WhatsApp ad stay free for 72 hours, as before, and do not draw from the tier.

In other words: a store that answers fewer than 1,000 WhatsApp messages a month pays Meta nothing.

What Does It Cost After the First 1,000?

The rate is set by the customer's country, not your store's. These are per-message USD rates from Meta's rate card effective October 1, 2026, for the markets our readers sell into most:

Roughly: in Saudi Arabia an extra thousand messages cost about 40 riyals, in Egypt about $3.60, in Libya $4.

A Worked Example

A store in Saudi Arabia receives 1,500 WhatsApp messages a month and answers all of them:

  • First 1,000 replies: free
  • Remaining 500: 500 × $0.0107 = $5.35, about 20 riyals a month

A store receiving 600 messages a month: zero.

What This Means for a Jawab24 Merchant

The One Thing to Do Before September 30

Just one, and it matters:

Add a payment method in Meta's Billing Hub if you expect more than 1,000 replies a month. Meta's wording is explicit: an account with no payment method "will have service messages delivered within the free tier but not after the free tier has been used". Reply number 1,001 will simply not reach your customer if no card is on file, and from your side it will look as if auto-reply stopped.

If your volume is under 1,000 a month there is nothing to do today, but adding a payment method in advance spares you the surprise in a busy season.

Frequently Asked Questions

Does the customer's message count toward the 1,000? No. Only messages you or your auto-reply send count, and only when delivered.

Is one reply one message? Yes, billing is per message. A six-reply conversation is six messages. Jawab24 usually answers a question in a single reply.

Do rates depend on my country? No, on the customer's. A merchant in Egypt messaging a customer in Saudi Arabia pays the Saudi rate.

The change is real, but it does not touch most stores: 1,000 free replies per number per month covers the conversation volume of most small and mid-sized businesses, and anything beyond costs about a cent per message in the Gulf and under half a cent in Egypt and Libya.
